CountyLineOctober2014www.CountyLineMagazine.net18inlovewithworkingincitygovernment.ThoughitwasanentrylevelpositionWarrenlearnedmuchabouttheoperationofvariouscitydepartmentsandworkingwiththeCityCouncil.HeenjoyedtheexperienceofdirectlyimpactingthelivesoftheCitysresidents.ItmightbethatIwasabletohelpsomeonethroughthepaperworktogetabusinesslicenseoranewsign.Icouldmaketheirliveseasierandthatwasrewardinghesays.AfteraboutayearhoweverWarrenmadethedecisiontoreturntoNewJersey.Here-signedfromhisjobpackedhisbelongingsintoamovingvanandplannedaquickstopbyhisofcetosaygoodbyetoco-workers.WhiletherehehappenedtocheckhisvoicemailonelasttimeandtherewasamessageinvitinghimtointerviewwiththeGeorgiaGovernorsOfceofPlanningandBudget.WithallofhisbelongingsonatruckheadednorthWarrenpurchasedasuitshirttieandshoesatTownCenterMallanddrovedowntownfortheinterview.HewasofferedandacceptedthejobthatdayandcalledthemovingcompanytohavethemsendthetruckbacktoAtlanta.InhisrolewiththeGovernorsOfceWarrenworkedasabudgetanalystandtrackedlegislationforseveralstatedepartmentsincludingpublicsafety.LaterthatyearWarrenwasapproachedabouttakingthejobofAssistanttotheCityManagerofMariettaandknewitwashistickettomovebackintocitymanagementandpursuehisdreamcareer.AstheassistanttotwoCityManagersoverthecourseoffouryearsWarrenspenthisdaysworkingcloselywithcitydepartmentleadersandelectedofcials.In2003WarrenwashiredastheCityManagerofAvondaleEstatesaone-square-milemunicipalitywithabout2700residents.Onlyinhislatetwentiesatthetimehesaysittooksomepersuasiveinterviewingtolandthejob.TheywerereallyhesitanttohiresomeonesoyoungbutIknewIcoulddothejob.IaskedthefolksIwasinterviewingwithmanyofwhomhadsonsanddaughtersaroundmyageiftheywouldtrusttheirsonordaughterinthejobandiftheywouldwantsomeonetogivetheirkidtheop-portunity.ItworkedanditwasthatoneluckybreakthatIneededsharesWarren.Youlearnsomuchinasmallcity.Youaretheplanningdirectoryouarethenanceguyyouarethehumanresourcesdirectorandyouarealsoconnectingwithresidentsandwork-ingwiththeCityCouncil.HavingtomasternearlyeverytaskrequiredforthecitytooperatewasgreattrainingfortherolesWarrenwouldtakeonlaterinhiscareer.NoweventhoughImnotdirectlyinthoserolesIknowhowtoasktherightquestionssothatIgetgoodadvice.Ihaveahealthyrespectandunder-standingforwhateverycitystaffmemberdoeshesaysbecauseIvedonemanyofthosejobs.FromAvondaleEstatesWarrenwentontoserveasCityManagerofNorcrossfortwoyearsuntiltheonce-in-a-lifetimeopportunitycamealongwiththeestablishmentoftheCityofDunwoodyin2008.WarrenspentveyearsasDunwoodysCityManagerwherehehiredtheCitysrststaffdevelopedpoliciesandbudgetsandestablishedandover-sawmanyofthenewcitysprojects.Heisproudtohavehadahandinthecreationofparkspaceandabiketrailtheinstallationofnewsidewalkstoserveresidentsandthedevelopmentofawell-trainedpolicedepartment.ItmightbethatIwasabletohelpsomeonethroughthepaperworktogetabusinesslicenseoranewsign.Icouldmaketheirliveseasierandthatwasrewardinghesays.t CountyLineOctober2014www.CountyLineMagazine.net28WitnessingthesuccessoftheRoswellMillsCol-onelJamesRogersofMilledgevilleandCharlesM.McDonaldofCobbCountyalawyerleg-islatorco-founderoftheGeorgiaMilitaryInstituteand19thgovernorofGeorgiaembarkedonabusinessven-turetoreplicatethesuccess30mileswestofRoswellonSweetwaterCreekwithafactoryoftheirown.In1849theSweetwaterCreekManufacturingCompanybeganoperationproducingyarnfromcotton.Themillitselfwasanimpressivebuildingbeing48feetby120feetandve-storiestallmakingittallerthananybuildinginAtlantaatthattime.Builtofbrickswhichweremadeandredonsightandwithfounda-tionstoneswhichwerequarrieddownstreamitusedtheowofSweetwaterCreekviaalargearchwaywherethewaterenteredthebuildingtoturnthewaterwheelpoweringthefactory.ThesmallvillageofSweetwaterorFactoryTownasitwasmorecommonlyknownwasnotlikeitscounterpartRoswellwhichhadbeenfoundednearlytwodecadesearlier.WhereRoswellwasthehomeofitssixfoundingfamiliesandtheirimpressivehomesandchurchesandseverallargemillstheownersoftheSweetwaterfactorylivedsome16milesawayinMariettaleavingthemillinthecareofasuperintendent.In1857CharlesMcDonaldtookoverfullownershipofthemillandrenamedittheNewManchesterManufacturingCompanyunderanewcharterandthelittlevillagetookthenewnameofNewManchesteralthoughitappearsthatthelocalsdidnotlikeorusethenewname.AtthebeginningoftheCivilWarin1861theConfed-erategovernmentneededfactoriestoproducefabricfortentsuniformsandrope.LiketheRoswellMilltheConfederacycontractedwiththeNewManchesterMilltoproducematerialparticularlyyarnandcottoncloth.Thefactoryhadtosendtwo-thirdsofwhatitproducedtotheConfederacyforwhichtheyreceivedlittleornopay-ment.AfterUnionforcesunderGeneralWilliamT.ShermanfailedtodefendtheConfederatesattheBattleofKen-nesawMountainin1864hesentacolumntotheeasttowardRoswellunderthedirectionofGeneralKennerGarrardwith4000troopsandtothewesthesentthecavalryunderGeneralGeorgeStonemantowardSweet-waterCreek.Bythistimethefactoryhadbetween60and70employeesmostlywomenandchildrenandasmallmilitiacalledtheSweetwaterGuardsprotectedit.WithUnionforcesclosinginthefactorysupervisorbyTammyHardenGallowayNewManchesterTheManufacturingCompany 29CountyLineOctober2014JoshuaWelchedwiththefactoriesaccountbooksandcash.Amillmanagerwasleftinchargewithorderstocontinueoperatinguntilthelastpossiblemoment.OneweeklateronJuly21864theUnioncavalrycap-turedthemillandthevillagesurroundingitorderingproductiontostop.Thesoldierstorethebeltsoutofthemachinesandthreadfromthespindlesbutthedestruc-tionwasminor.Foraweektheemployeesandresidentswaitedwonderingwhatthefateofthefactorywouldbe.OnJuly9aweekafterbeingcapturedMajorHavilandTompkinsandadetailofeightmenrodeouttoNewMan-chesterwithordersfromGeneralShermantodestroythemillandthevillageandtotreatallemployeesastraitorsforcommittingtreasonforsupplyingmaterialstotheConfederacy.Theemployeesweregatheredupmanywiththeiryoungchildrenwhohadnooneelsetocareforthem.WhilesomeweretransportedinwagonsothersmarchedtotheGeorgiaMilitaryInstituteGMIsome16milesaway.TheseprisonerswaitedaweekinMariettawhereallegationsofmistreatmentandassaultwerenumerous.AttheGMIthemillworkersfromtheRoswellMilljoinedtheemployeesfromNewManchesterandtheywereforcedtoboardtrainsheadednorthtoLouisvilleKentuckywheretheyweretobeimprisoned.OnceinLouisvillethosewhowerewillingtosignanOathofAllegiancetotheUnitedStatesgovernmentweretransportedfurthernorthandreleasednorthoftheOhioRiverinOhioandIndianawiththeconditionthattheycouldnotreturnsouthuntiltheendofthewar.ManyofthewomenwerefreedinsmalltownsalongtheOhioRiverwithnomoneyorfoodandlittlemeanstosupportthemselvesortheirchildren.Thecommunitieswerenotabletohandlethehundredsofrefugeesandmanyoftheformermillworkersdiedofdiseaseorstar-vationduringthewinterof1864.Althoughmanyoftheworkerswereneverheardfromagainsomedidmanagetoreturnhomeoncethewarwasover.ButthefactoryandvillageofNewManchesterwereneverrebuilt.Todayvisitorscanseetheve-storybrickruinsatthe2035-acreSweetwaterCreekStateParkinLithiaSpringsGeorgia.
